Lung Fung Sitting-out Area is located in a rectangular space between Shek Wu Hui Municipal Services Building and Lung Fung Garden, connecting Sheung Shui Garden No. 1 and No. 3 to form a continuous green rest space. The Municipal Services Building is an important part of Sheung Shui New Town’s development. Attached to it is the Shek Wu Hui Market, the first public market with air-conditioning in Hong Kong that has become one of the busiest markets in the city. Many vendors sold fruits and vegetables along the border between the sitting-out area and the market. The sitting area covers an area of about 1750 square metres and is divided into four main areas by flower beds of different shapes. The east and west ends are semi-closed small gardens and chess tables and chairs along the zigzag-shaped planters, leaving an open plaza in the centre to guide circulation to and from the market and surrounding facilities. Busy footsteps of transport workers and shoppers, and the intense bargains and shouts of market vendors immerse the site in the hustle and bustle of the city life.
